Two contracts sitting under the same sector label can involve entirely different capabilities, qualification regimes and competitive fields — an agricultural monitoring programme and an industrial feasibility study share a bucket and nothing else. Treating the sector as one market is the fastest way to misread your own fit.

Many of these buyers procure studies, monitoring programmes, technical systems and specialist services where the evaluation turns on demonstrated methodology and the specific expertise of named personnel. Pick the single buyer whose mandate matches what you have actually delivered, read a year of its published awards to learn the shape and size of what it buys, and build the CV pack and comparable-project evidence for that buyer specifically. Because so much of the technical score rests on named personnel and demonstrated method, the preparation is portable within a sub-market and almost worthless across sub-markets — which is exactly why a scattergun approach performs badly here despite the sector’s apparent breadth.
