Saudi procurement terms, defined

These terms carry precise meanings in Saudi government procurement that a dictionary translation gets wrong — and using them loosely in a bid reads as unfamiliarity with the system.

Munafasah (منافسة)
A competition, and the word the Government Tenders and Procurement Law and Etimad's own interface use. Munaqasah (مناقصة) is the broader pan-Arab business word for the same thing — both are understood, but munafasah is the term procurement officers use daily. Read more
Tarsiyah (ترسية)
The award — the decision granting a competition to a supplier, announced publicly once made. Never jaizah (جائزة), which means a prize. The award notice carries the buyer, the value and, where disclosed, the winner. Read more
Karasat al-shurut (كراسة الشروط)
The conditions and specifications booklet: the full pack for a competition — scope, mandatory requirements, eligibility, evaluation criteria and weights, contract terms and guarantee amounts. Bought per competition, which makes the reading order a spending decision. Read more
Jihah mushtariyah (جهة مشترية)
The buying entity — the government body running the competition and awarding the contract. Ministries, amanas and municipalities, universities, health clusters, authorities and centres.
Etimad (اعتماد)
The Ministry of Finance's unified electronic platform for government financial services, where entities are required to publish competitions. Spelled اعتماد with hamzat wasl — إعتماد is a common miskeying and returns different results. Read more
Nafath (نفاذ)
The national single sign-on used to access government platforms. The identity signing in must match the person recorded as the firm's authorised representative — a mismatch is a recurring registration rejection cause. Read more
Daman ibtida'i (ضمان ابتدائي)
The initial guarantee submitted with an offer, at a percentage of its value set in the booklet, and released to unsuccessful bidders after the award. It is tied-up working capital, not a fee — which is why bidding indiscriminately costs more than it appears to. Read more
Local content (المحتوى المحلي)
The share of value delivered locally. Depending on the sector and the notice it is either a weighted evaluation criterion or a mandatory threshold — the difference matters, because one earns points and the other excludes you.
