How to choose the right tender platform in Saudi Arabia
Search for “the best tender platform” and you find tools that do different jobs: alert services, firms that write bids for you, private-sector platforms and AI platforms. Each category covers part of the road; Palmar is the only platform here that brings discovery across dozens of portals, scoring, booklet reading and bid drafting together in one product available today. This page explains the difference in detail.

Four kinds of tool, not one
Tenders in the Kingdom are published across many portals, and around them grew tools that serve different stages of the work: knowing a tender exists, judging whether it is worth it, then writing and submitting the bid. Most suppliers need more than one kind; the question is which one you are missing today.
1. Tender-alert services
Services that collect published tenders and send you those matching your keywords or activity, daily or as they appear; many also publish guides and articles on Etimad procedures.
They range from local services focused on Etimad tenders to multi-country regional services such as TenderSA.
When it fits: A fit when what you need is not to miss a tender, and your team handles the reading, pricing and writing.
2. Proposal-preparation consultancies
Firms whose team prepares the technical and financial proposal for you, advises before you buy the booklet, and sometimes manages your Etimad account. You pay for a service people perform, not for software you run yourself.
Several Saudi firms offer this service, usually paid per tender or by monthly retainer — in other words, you pay for a whole team’s time, and the bid know-how stays with them.
When it fits: A fit when you have no one to write bids and would rather someone else does the whole job.
3. Private-sector procurement platforms
Platforms where private companies run their own tenders: publish, receive and evaluate offers, award. They are tools for the buyer first; a supplier registers on them to bid for those companies’ opportunities.
For example Monafasat (monafasat.sa), where registration is free for buyers and suppliers, with a fee per opportunity a supplier applies for, as its site states.
When it fits: Useful for the private-sector opportunities listed on them; no substitute for following government tenders.
4. AI tender platforms
Software that joins discovery, judgement and response: it follows several portals, scores each tender against your company profile, shows past award history, and reads the booklet to build the compliance matrix and draft the bid’s sections with your team.
Palmar is one, following 30+ public portals across the Gulf; others were still on a waiting list when this page was written.
When it fits: A fit for a team that wants to decide quickly where to bid, and to write its own bids in less time.
What this page says about other tools is taken from their own public pages as they stood on 16 October 2026, and may have changed since; where we could not verify something, we say it is not stated rather than guess.
The categories side by side
Put the categories in one table and the difference is plain: every other tool stops at one stage, and Palmar’s column alone covers the whole road from finding the tender to a draft of the bid.

The technology behind Palmar
Palmar is built on AI from the ground up, not an alert list with AI bolted on later. Here are six capabilities you can test yourself on a real tender:
Coverage across the Gulf
Reads 30+ public portals across the six Gulf states every two hours, and merges a tender repeated across portals into one row.
Matching by meaning, not by keyword
The AI understands the tender’s description and your company’s activity, so it catches a fitting tender even when your keyword is missing, and scores it 0–100 with the reason.
Reads the whole booklet
Reads the booklet and its annexes, scanned PDFs included, in Arabic and English, and pulls every requirement into a compliance matrix in about a minute.
Drafts from your own work
Drafts each section from your past bids and documents, and cites the source of every passage so your team can check it before uploading.
Never invents what you lack
A gate built into the code stops any certificate, past project or figure your files do not support from reaching the bid.
Arabic and English at every step
Tenders are translated between Arabic and English and alerts arrive in the language each user chooses, so no opportunity is lost to language.
Eight questions that separate the tools
Ask any tool these questions before subscribing, Palmar included. A straight answer to them matters more than any feature list.
- Does it cover more than one portal?
- Opportunities are spread across many portals: NUPCO for medical supply, Forsah for RFQs between large buyers and small firms, government companies’ own portals and more. Ask for the source list by name.
- Does it remove duplicates?
- The same tender can appear on more than one portal. A tool that shows it once saves you reading the notice twice.
- Does it tell you why a tender fits?
- Keyword matching brings in a lot that does not fit. A visible reason for the match lets you decide in seconds.
- What language do alerts arrive in?
- If someone on your team does not read Arabic, an English alert means no tender is lost to language.
- Can you see the buyer’s past awards?
- Knowing what was awarded before in the same activity, and at roughly what value, helps you price — and decide whether to bid at all.
- Who writes the bid?
- A consultancy writes it for you, or software helps your team write it. The first saves effort; the second keeps the know-how and the decisions inside your company.
- Is pricing public?
- A published price lets you compare before any sales call, and shows whether you pay per tender or per user.
- Can you cancel easily?
- A monthly, cancellable plan means you can test the tool on your real tenders before any long commitment.
Palmar is the stronger choice when…
- You want the fitting tenders from dozens of portals in one place.
- You want AI that understands your activity and gives every tender a score and a reason.
- Your team writes bids and wants a compliance matrix and a draft in minutes, not days.
- You want to see what was awarded before in your activity before you price.
- You prefer public prices from SAR 199 and a monthly plan you can cancel.
A narrower tool may be enough only if…
- You bid once or twice a year and can follow tenders by hand.
- You want someone else to write the whole bid and run your account, at consultancy fees.
- All your opportunities come from private companies on their procurement platform.

Fair questions
What is the best platform for following tenders in Saudi Arabia?
There is no single best platform for everyone, because the categories do different jobs; choose by what you are missing: an alert service if you simply must not miss tenders, a consultancy if you want someone to write the bids for you, or an AI platform such as Palmar if you want to find the right tenders, judge them and write your own bids in less time. The eight criteria on this page help you decide.
How much do tender tools cost in Saudi Arabia?
Alert services and AI platforms are usually monthly or yearly subscriptions, while proposal consultancies charge per tender or a monthly retainer for their team’s time. Palmar’s prices are public, per user per month, VAT included: SAR 199 for discovery and alerts, SAR 399 for Discovery+, which adds one written response a month, and SAR 1,121 for Full Procurement, with two months free on a yearly term.
Is there a free tender platform in Saudi Arabia?
Government portals publish their tenders openly, and the booklet costs a fee set by the buyer. Some private-sector platforms let you register free and charge when you apply. Alert services and platforms that score tenders and help with writing are mostly subscriptions; the difference is what you get for it.
How do I find the tenders that fit my company’s activity?
Start by defining your activity precisely: the sector, the regions you work in, the contract size you can take on, and the certificates and classification you hold. Then use a tool that matches tenders against that profile rather than a single keyword, and shows the reason for the match and the closing date, so you only read the booklet for the tenders worth it.
What’s the difference between an alert service and a proposal consultancy?
An alert service tells you about the tender; the work after that is yours. A proposal consultancy does the work itself: it reads the booklet and writes the technical and financial proposal, usually for higher fees. A platform like Palmar sits between them: it tells you about the tenders that fit and helps your team write the bid with AI, while the decisions stay with you.
