Every winning tender response is structured around the same skeleton — not because bidders copy each other, but because the structure mirrors how evaluations score. Here is that skeleton as a usable template: the ten sections, what each must contain, and the one rule that overrides everything.

The sections that decide bids, in detail

Executive summary (§1)

One page, four moves — their situation, your solution as an outcome, the evidence spine, the safe-choice close. It has its own guide with a worked example; nothing in the bid repays effort like this page.

Technical response (§3) — where the marks live

Structure it in the buyer’s criterion order and numbering, never your brochure’s. Open each subsection by answering the criterion in its first sentence, then the method, then the proof beside the claim. Budget pages by weighting — a 35% criterion gets seven times the attention of a 5% one. If the tender ships marking descriptors, write to the top descriptor’s literal words (“fully evidenced”, “comprehensive”) — that vocabulary is the rubric.

Experience (§5) — depth beats breadth

Two or three comparable, verifiable projects told properly — context, challenge, delivery, measured outcome, referee — outscore a parade of logos. Build them once in an evidence library and re-aim the emphasis per criterion.

Pricing (§9) — in their schedule, exactly

Use the buyer’s workbook untouched: no merged cells, no restructured rows, arithmetic checked twice, assumptions stated where the form allows. Price questions are conformance questions wearing numbers — a creative spreadsheet is a stage-one rejection waiting to happen.

Compliance pack (§10) — the bid’s passport

The compliance matrix (include it even when not requested), current certificates with validity through the award date, and every declaration signed by the right signatory. Boring, decisive, checkable — which is the point.

Using the template without sounding like one

  • The skeleton is reusable; the flesh is per-bid. Reused capability text re-aimed at this buyer’s criteria reads tailored; reused text pasted verbatim reads template — evaluators spot it in a paragraph.
  • Kill orphan content. Anything that doesn’t serve a scored criterion or a mandatory requirement is decoration the evaluator must read past.
  • Verify against the matrix, not the template. “Every section filled” is not “every requirement met” — the final gate is the row-by-row check from the RFT playbook.

Is there a standard tender response format?

There's a standard set of sections almost every bid needs — executive summary, understanding of requirements, technical/methodology response, team and experience, delivery plan, pricing, compliance and declarations — but the binding format is always the buyer's. If the tender prescribes a structure, response forms or schedules, those override any template, including this one.

What sections should a tender response include?

Should I write the tender response in the buyer's document or my own?

The buyer's, always, when one is provided — response forms, schedules and templates exist so evaluators can compare bids side by side, and breaking the format reads as non-compliance. Keep your own master structure for content you reuse, then pour it into each buyer's format per bid.
